Il existe, heureusement, des strat\u00e9gies effi caces pour l\u2019augmenter.<\/div>\n<p>Laska montre que, dans de nombreux magasins de quartier et petites \u00e9piceries, l\u2019acc\u00e8s aux aliments sains n\u2019est pas toujours facile, surtout pour les F&amp;L.<\/p>\n<p>R\u00e9cemment, le Minist\u00e8re de l\u2019Agriculture Am\u00e9ricain a fait <span style=\"text-decoration: underline;\">une proposition de loi<\/span> qui imposerait aux d\u00e9taillants SNAP de proposer non pas 3 mais au minimum 7 vari\u00e9t\u00e9s d\u2019aliments repr\u00e9sentatifs des 4 groupes alimentaires. Mais de nombreux petits d\u00e9taillants s\u2019opposent aux options plus saines de l\u2019USDA ; ils craignent une faible demande, malgr\u00e9 le franc succ\u00e8s initi\u00e9s par des magasins de quartier proposant des produits sains impliquant les pouvoirs publics et le secteur associatif.<\/p>\n<p>D\u2019apr\u00e8s Pitts et ses coll\u00e8gues, les consommateurs ont besoin d\u2019\u00e9tablir un lien direct avec leur alimentation.<\/p>\n<p>De nombreuses actions du type \u00ab de la ferme \u00e0 l\u2019assiette \u00bb sont en plein essor : les march\u00e9s de producteurs locaux, les march\u00e9s itin\u00e9rants, l\u2019agriculture soutenue par la communaut\u00e9 (CSA \u2013 Community-Supported Agriculture) \u00b9, les stands de bord de route et la promotion des produits locaux. M\u00eame si les participants SNAP ont encore besoin d\u2019\u00eatre encourag\u00e9s, <span style=\"text-decoration: underline;\">le nombre de march\u00e9s de producteurs locaux a augment\u00e9 de 180% entre 2006 et 2014 (atteignant 8 200) et les ventes SNAP ont augment\u00e9 de 400% de 2009 \u00e0 2012.<\/span><\/p>\n<p>Wolfson and Bleich soulignent les diffi cult\u00e9s de changer de mode de vie. Afi n de tester l\u2019\u00e9lasticit\u00e9 des prix, le Healthy Incentive Pilot (HIP, 2008) a examin\u00e9 la question suivante : Est-ce qu\u2019une remise de 30% par l\u2019EBT (Electronic Benefi t Transfer) augmenterait les achats de F&amp;L ? Gr\u00e2ce au succ\u00e8s des programmes int\u00e9grant ces bonus, le HIP a incit\u00e9 le Congr\u00e8s \u00e0 lancer <span style=\"text-decoration: underline;\">FINI<\/span> (Food Insecurity and Nutrition Incentive, 2014). A ce jour, 50 projets dans 29 \u00e9tats soutiennent la mise en place d\u2019approches innovantes aupr\u00e8s des participants SNAP par les acteurs locaux (petits magasins, supermarch\u00e9s, march\u00e9s de producteurs locaux, CSA, march\u00e9s itin\u00e9rants, services de livraison \u00e0 domicile).<\/p>\n<p>Certaines strat\u00e9gies augmentent bien les achats de F&amp;L par les participants SNAP : la mise en relation directe avec les producteurs et avec des programmes locaux d\u2019agriculture, l\u2019agrandissement des pr\u00e9sentoirs dans les petits magasins et les promotions (remises, r\u00e9ductions, offres sp\u00e9ciales, carte de fi d\u00e9lit\u00e9, bons d\u2019achat). Des innovations commerciales associ\u00e9es \u00e0 des actions \u00e9ducatives et marketing, en partenariat avec d\u2019autres parties prenantes, seraient tr\u00e8s prometteuses.<\/p>\n<hr \/>\n<p><em>1.
